Nigeria -- Procurement and Supply Chain Expert Wanted

Our client needs Procurement and Supply Chain Expert as a Consultant.
Duration: 6 to 12 Months
Starting date: ASAP
Anticipate, identify and solve the procurement and supply chain issues with the outsourcing partner, third party equipment suppliers and our customer technical purchasing, finance and ITN.
Improve Procurement and Supply Chain Performance
Key responsibility areas:
Common to Procurement and Supply Chain :
Contract Management: Ensures that defined contracts (with Partner and third parties) fulfill our customer needs and proposes any modification necessary (improvement, clarification, corrections, etc).
Financial & Assets reporting: manages, reports, follows up financial figures (budget realised, savings and volumetry) for all aspects related to Procurement and Assets Inventory figures for all aspects related to Supply chain.
Follows and improves the procurement and supply chain processes, governance, methods, procedures and tools for enhancing efficiency, cost effectiveness, network deployment roll-out, inventory assets management.
Designs and leads the Procurement and Supply Chain activities in major network structural changes (swap, new technologies,…)
Manages bugets for all aspect related to Procurement and Supply Chain services and internal activities
Defines, measures and manages End To End Procurement and Supply Chain Performance (e.g. End To End leadtime for PO release) and ensures data quality assurance (e.g. Item Master, Project Codes,…) and contract compliancy.
Specific to Supply Chain activities :
Follows and measures closely inventory asset activities (reporting, SLA, site location, recovery, refurbishment, and scrapping)
Monitors closely the Outsourcing partner & LSP (Logistic Service Provider) Performances
-Defines and measure reported KPI’s
-Reports on outcome and make sure a logistics dashboard is updated regularly
-Organizes and participate actively ad-hoc meetings tri-party between Outsourcing partner-Third parties-Our customer as necessary
-Coaches Outsourcing Partners LSP and Third Party Equipment Suppliers
-Escalates immediately any issue to all stakeholders
Ensures SOX Fixed Assets compliancy for Network and is ITN representative for legal stock counts and audits.

Operational coordination of Contractors (or team members) creating PR and receiving PO and performing the equipment receipt. Operational coordination of LSP.

Financial responsibility :
Opex/capex : bugets for all aspect related to Procurement and Supply Chain services and internal activities.
Education:
Industrial, Commercial or university Engineer degree or equivalent by experience
Experience:
Relevant experience in procurement, financial reporting supply chain activities from 5 to 10 years
Network knowledge
Office Tools (e.g. Excel advanced,…)
